How do I properly use hair gel?

I use styling glue, which is supposed to achieve the stiffest result, but for some reason my hair doesn't properly harden. If I run my hand through my hair it will mess up. I have short hair cut (5-1/2). I first drench my hair with water, then comb it, apply gel, then comb it again. Am I not supposed to wet it first? Any styling experts out there?How do I properly use hair gel?
Drenching your hair basically dilutes the gel. If you want it to be hard put the gel in clean dry hair and style it, and then maybe put aerosol hair spray on it. That's what my brother does and it seems to work.How do I properly use hair gel?
it would probably work best if your hair was dry.
