try the Johnson's gel.... or just use a tiny dollop (like the size of a pea) of conditioner rubbed into your fingers and worked through his hair... should have the calming effect without the ';gel'; look...
Can't help but say, ';hey, is your baby gellin??'; hehehe...Is there any safe hair gel to use on a 14 month old baby?
My mother used Baby Magic Lotion on my hair when I was a baby. It held well enough to put a little curly-q on the top of my head.
Let it fly Mom!

tht johnson's crap they sell on tv
You can always try petroleum jelly (vaseline) and see if that works, but I am pretty sure that Johnson's has a hair jell for babies. Try going to a hair supply store or maybe a local grocery store and look in the hair care aisle, and see if they have gels or lotions specially formulated for babies. I will guess that plain water doesn't work, but if you haven't tried it you can, and see how that works.
You can use any type of gel on a baby's hair, just be sure not to get it in his eyes.
If you want a kids gel, I do believe L'Oreal makes some.
